Be assigned to overseas plant EPC project composed of three different joint venture partners, Japanese company, Italian company, Indonesian company. In the project I:
• Drove and managed overall purchasing work of plant materials
• Coordinated among each different department and division for purchasing work of the materials
• Coordinated with Joint Venture partners for purchasing activities and obtained consensus with the managers of Joint Venture partners when needed
• Established procurement plan for Framework Agreement (also called Blanket Order Agreement), for a validity of 1 year to fix the unit rates
• Performed pre-assessment of capabilities and capacities of vendors including existing and new vendors, and selected bidders for the inquiry
• Prepared and finalized RFP in coordination with engineering division
• Finalized the total estimated quantities for inquiry and subsequent Framework Agreement taking into account and adding up the allowances such as potential demand in the future, design development allowance, construction allowance, etc., to the base quantities of the plant materials (demand) quantified mainly by engineering division
• Inquired and clarified with bidders as a point of contact
• Evaluated and assessed commercial condition and price of quotations
• Established negotiation strategy for commercial condition and price
• Selected the awardees and allocated production range and quantities to the multiple vendors of the Framework Agreement based on the production range and capacity of each potential bidder, in order to achieve low cost and stable supply of materials
• Drafted and negotiated for Framework Agreement for 9+ bids with 120+ bidders and successfully concluded Framework Agreement with 9+ vendors
• Accomplished cost savings of approximately 1 million USD among estimated total for 9+ bids of 33 million USD, with only half of the personnel which would normally be required
• Improved overall workflow by modifying the evaluation format necessary for commercial bid evaluation and creating operation manual necessary for junior buyers
Be assigned to multiple overseas plant EPC projects, in which I:
• Coordinated among each different department and division for cost estimation work of plant equipment and materials
• Controlled the status of estimation work of the equipment and materials
• Reviewed the procurement portion of the contract between client and the company
• Reviewed proposal to client
• Purchased various plant materials of the order value of multimillion USD
• Found, surveyed and prequalified new vendors and registered them to a vendor database
• Built and maintained the relationship through regular contacts and meetings with existing vendors
• Maintained and improved vendor database through IT system provider
• Monitored and managed the production schedule of vendors
• Communicated and coordinated with vendors as a communication channel between engineering division and quality control division, and vendors, during production stage
• Whenever delay occurred in production schedule, found the cause of the delay and coordinated with and expedited internal and external parties
• Whenever delay occurred in production schedule, made decision on the priority of the materials in production and delivery schedule, through coordination with engineering division and construction site
• Coordinated and arranged inspection activities in collaboration with quality control division
• Coordinated and arranged shipping of the materials in collaboration with logistics division and freight forwarders
• Whenever requested by construction site, kept track of and monitored material’s delivery and receiving status at site
